Reproduce the initials or print them on white card.
Cut them out carefully, then hollow out certain parts with a cutter.
Paint the interlacing in the desired color, then paint the initial with gold felt-tip pen or gold paint.
Make a bow with satin ribbon, matching the color of the initials, and tie with gold twine (leave enough length to tie the ribbon on the napkin)
Paste initials on one side of the bow.

Cut a roll of toilet paper the width of a wide ribbon. Cut it to the full height. Glue the ribbon, tucking it in slightly at each end. Make two roses and glue them to the napkin ring. This isn't a very difficult project, but it requires a lot of patience...
